<h3>What is the Opportunity?</h3>
<p>We are seeking a <b>Permits, Licenses, Approvals & Agreements (PLAA) Lead</b> to join an exciting new transformative tunnelling project in the Greater Toronto Area. The role will lead our environmental management initiatives, ensuring that all projects comply with environmental regulations and uphold Aecon’s commitment to sustainable practices.</p>
<h3>What You’ll Do Here</h3>
<ul>
<li>Manage the process required to obtain and maintain project permits, licenses, approvals and agreements.</li>
<li>Coordinate the use of the tracking system, maintaining a PLAA register and permitting tracker.</li>
<li>Maintain relationships with governmental authorities and stakeholders (e.g., City of Toronto, TTC, MECP, TRCA, MTO, GO Transit).</li>
<li>Manage plans and records related to PLAA, ensuring required documents are uploaded to registries.</li>
<li>Fulfill project responsibilities regarding the PLAA Advisory Committee.</li>
<li>Update the Design Manager weekly on progress and critical issues.</li>
<li>Coordinate internal PLAA working group meetings, including minute taking.</li>
<li>Write monthly reports and spreadsheets on PLAA processes and progress.</li>
<li>Prepare senior‑management permitting updates as required.</li>
<li>Work with document control and interdisciplinary teams to incorporate necessary input for each permit.</li>
<li>Track document submittals, highlighting risks and coordinating non‑conformance reports.</li>
<li>Document and report progress on PLAA submissions and update project leads.</li>
<li>Coordinate with the design team on design packages for PLAA and stakeholder submissions.</li>
</ul>
<h3>What You Bring To The Team</h3>
<ul>
<li>5‑7+ years of experience with permitting, licensing, approvals and agreements.</li>
<li>Detailed knowledge of major infrastructure and transit project permit requirements.</li>
<li>Bachelor of Engineering (Civil) preferred, or equivalent.</li>
<li>Extensive knowledge of relevant legislation and permit requirements (e.g., Ontario Water Resources Act, Building Code, Planning Act, Metrolinx Act). </li>
<li>Project Management Certificate preferred.</li>
<li>Acquainted with project management processes and techniques.</li>
<li>Strong civil engineering principles, theories, and applications.</li>
<li>Excellent interpersonal and communication skills.</li>
<li>Leadership and teamwork capabilities.</li>
<li>Proficiency in Microsoft Office, SharePoint, Aconex, Primavera P6, and Bluebeam.</li>
<li>Knowledge of plan review and approval procedures for major transportation infrastructure.</li>
<li>Ability to interpret project‑related agreements and responsibility within PLAA.</li>
<li>Capacity to manage essential components of a PLAA tracking system.</li>
<li>Efficient use of standard computer software.</li>
<li>Active participation in external and internal project meetings and leadership on PLAA issues.</li>
