The Township fosters an inclusive and collaborative workplace culture that values integrity, innovation, and excellence in public service.</p><p><br></p><p>Reporting to the Director of Corporate Services / Treasurer, the <b>Manager of Legislative Services / Municipal Clerk</b> provides strategic leadership and oversight of the Legislative Services Division. This includes Council and Committee services, municipal elections, by-law enforcement, animal control, and records management. As the statutory Municipal Clerk<b> </b>under the Municipal Act, this position plays a vital governance and compliance role, ensuring adherence to legislative requirements and best practices in municipal administration. The Clerk is also a key advisor to Council, the CAO, and senior leadership, fostering transparent, accountable, and effective decision-making processes.</p><p><br></p><p><b>What’s In It For You?</b></p><ul><li>Paid training and professional development opportunities.</li><li>Competitive Base Salary</li><li>Comprehensive Benefits Plan</li><li>OMERS Pension</li></ul><p><br></p><p><b>What You’ll Be Responsible For:</b></p><ul><li>Leading and managing all operations of the Legislative Services Division, including Council and Committee administration, records management, by-law enforcement, and animal control.</li><li>Serving as the statutory<b> Municipal Clerk,</b> fulfilling duties under applicable provincial acts (Municipal Act, Municipal Elections Act, Vital Statistics Act, Drainage Act, MFIPPA, etc.).</li><li>Providing expert guidance and procedural advice to the Mayor, Council, Committees, and staff.</li><li>Preparing agendas, minutes, reports, by-laws, and official records while ensuring procedural compliance and transparency.</li><li>Coordinating and overseeing all aspects of municipal elections and by-law enforcement programs.</li><li>Managing the Township’s policy governance and corporate records systems (TOMRMS).</li><li>Administering the issuance of marriage, lottery, and burial licenses, and acting as Head under MFIPPA.</li><li>Preparing and managing divisional operating and capital budgets.</li><li>Supervising and mentoring staff, fostering a culture of collaboration, accountability, and service excellence.</li><li>Acting as Returning Officer, Commissioner of Oaths, Division Registrar, and liaison for the Waterloo Area Ombuds Service and Integrity Commissioner.</li><li>Leading continuous improvement initiatives and policy updates to align with evolving legislation and community needs.</li></ul><p><br></p><p><b>The Ideal Candidate:</b></p><ul><li>Post-secondary degree in Public Administration, Political Science, or a related discipline.</li><li>Minimum of seven (7) years of progressive municipal experience, with at least three (3) in a supervisory or senior administrative capacity.</li><li>Certified Municipal Officer (CMO) designation through AMCTO, or equivalent.</li><li>In-depth knowledge of municipal legislation, parliamentary procedures, and governance frameworks.</li><li>Proven ability to lead and develop teams, manage change, and build collaborative working relationships.</li><li>Exceptional communication, organizational, and problem-solving skills.</li><li>Demonstrated professionalism, discretion, and ability to work effectively under pressure.</li><li>A satisfactory Criminal Record Check is required upon hire.</li></ul><p><br></p><p><b>Complimentary Experience:</b></p><ul><li>Experience in by-law enforcement, policy development, and legislative modernization initiatives.</li><li>Familiarity with TOMRMS or other electronic records management systems.</li><li>Prior election administration or governance modernization experience in a municipal setting.</li></ul><p><br></p><p>Logic Executive Search and Workplace Solutions is dedicated to supporting opportunities that reflect the diversity of the communities we serve.
