Reporting to the Chief Administrative Officer (CAO) and serving as a key member of the Corporate Leadership Team, this role provides strategic leadership for all human resources functions.</p><p><br></p><p>This role is responsible for labour and employee relations, health and safety, policy development, recruitment, learning and development, and compensation and benefits. The <b>Executive Director – Human Resources</b> will play a central role in ensuring HR strategy aligns with Council’s direction and the municipality’s long-term priorities. This is a unique opportunity for a proven HR leader to foster an inclusive, high-performance workplace culture while guiding the organization through exciting growth.</p><p><br></p><p><b>What’s In It For You?</b></p><ul><li>Competitive Base Salary</li><li>Balanced Vacation Time</li><li>Immediate Comprehensive Benefits Plan</li><li>OMERS Pension Available</li><li>Continuous Development Opportunities</li></ul><p><br></p><p><b>What You’ll Be Responsible For:</b></p><p><b>Strategic HR Leadership & Organizational Development</b></p><ul><li>Develop and implement a comprehensive HR strategy aligned with municipal strategic priorities.</li><li>Lead organizational design and workforce planning to ensure efficient and sustainable service delivery.</li><li>Build leadership capacity through succession planning, coaching, and hands-on manager support.</li><li>Establish HR performance metrics and provide regular reporting to the CAO and Council.</li><li>Coach, mentor and lead Human Resources team.</li></ul><p><br></p><p><b>Labour & Employee Relations</b></p><ul><li>Lead collective bargaining and grievance resolution with consistency and fairness.</li><li>Act as a proactive advisor to managers, providing early coaching and support on employee relations.</li><li>Oversee workplace investigations with impartiality, due process, and clear outcomes.</li><li>Provide practical guidance to managers on conflict resolution, performance management, and progressive discipline.</li></ul><p><br></p><p><b>Policy, Compliance & Health and Safety </b></p><ul><li>Audit HR policies to ensure consistency, accessibility, and compliance with legislation (ESA, OHSA, WSIA, AODA, Pay Equity, Human Rights).</li><li>Lead visible health & safety programs, actively supporting JHSC, inspections, WSIB claims, and return-to-work programs.</li><li>Implement centralized systems for HR and H&S records, training, and compliance tracking.</li><li>Provide transparent reporting to the CAO and Council on HR and H&S trends, compliance risks, and workforce metrics.</li><li>Oversee HR departmental budgets.</li></ul><p><br></p><p><b>Leadership, Culture & Stakeholder Engagement</b></p><ul><li>Be a visible and approachable leader across departments, building morale and collaboration.</li><li>Be a strategic partner to Council, Corporate Leadership Teams, managers, and unions.</li><li>Champion DEIA and accessibility initiatives.</li></ul><p><br></p><p><b>The Ideal Candidate:</b></p><ul><li>Post-secondary degree in Human Resources, Business Administration, Industrial Relations, Labour Studies, or related area.</li><li>Professional HR designation (CHRP, CHRL, or CHRE) preferred.</li><li>Specialized training in health & safety, mediation, or conflict resolution is an asset.</li><li>7–10 years of progressive HR leadership, with at least 5 years in a senior management capacity.</li><li>Proven experience in:</li><li>Labour relations in unionized public-sector environments, including bargaining and grievance resolution.</li><li>Employee relations, coaching managers, investigations, and progressive discipline.</li><li>Health & safety leadership (JHSC engagement, WSIB, RTW, inspections).</li><li>Policy modernization and compliance governance.</li><li>Strategic HR planning, succession management, and workforce planning.</li><li>Organizational change and HR technology adoption (HRIS/ATS).</li><li>Preparing and presenting reports to Council, Boards, or equivalent governance bodies.</li><li>Public sector/municipal experience strongly preferred, with demonstrated political acuity.</li></ul><p><br></p><p><b>Additional Information:</b></p><ul><li>This role must be available to attend council meetings as required.</li><li>The candidate must obtain a valid drivers license and have the ability to travel to different work sites as required.</li><li>Must maintain a clear police clearance.</li></ul><p><br></p><p><b>Salary: </b>$167,713 - $196,203, Non-Union</p><p><br></p><p>Logic Executive Search and Workplace Solutions is dedicated to supporting opportunities that reflect the diversity of the communities we serve.
