Max CAD $103,604.00/Yr.Job DescriptionSenior DeveloperService Excellence and Innovation Department – IT Solutions DivisionContract Full-Time; 24 MonthsSalary: $82,885 – $103,604 per annum The Digital Services Team is actively working towards improving the technology experience and advancing the Region’s strategic outcomes for employees and residents. Improved service delivery will be achieved through People centered services, Service focused solutions and outcome oriented service delivery. In a unique cross-departmental collaboration, the Digital Services Team will partner with the Public Works department; focusing on the Waste Management and Trans Help divisions. The outcome of this collaboration will position Digital Services as a highly adaptable and forward-thinking team and ultimately accelerate the pace of delivering on technology in support of the Region’s strategic outcomes. As a senior developer you will bring expert development experience to the development team ensuring that the delivered application meets effectively and efficiently the information and process automation requirements of the Public Works client group. You will also be responsible for the prompt resolution of complex problems in the technical environment and for mentoring developers on technical matters. In a matrix organization, this position reports indirectly to the Program Manager, Digital Solution Team. In this role you will:Develop across multiple products, with a depth of knowledge in multiple products (PeopleSoft, Visual Basic, Java, Salesforce etc.) and an understanding of product interactionsProvide in-depth senior level technical knowledge (workaround, root cause analysis, and permanent resolution) to resolve complex problems in the technical environment. These problems may include complexity in migration, interoperability (multiple support organizations, manufacturers or software), or have not been encountered beforeMonitor industry for best practices and makes recommendations to Supervisor in order to enhance the Region’s development programPrepare recommendations to the Product Manager on technical aspects of build versus buy decisionsMentor Developers and GIS Specialists on complex technical solutions and/or escalated mattersUsing expert knowledge, provide development estimates to the Product Manager for the development/enhancement of complex system components or vendor applicationsWork with clients and program team to confirm detailed architecture for complex solutions, including external design (navigation, screens, reports) and internal design (software and hardware platform, connectivity, modules, back-end and front-end components, interfaces) based on established architectural standardsOversee the project execution done by project teams to design and develop software solutions in support of business requirements and provides guidance to Developers when neededProvide input and/or develop test, conversion, implementation, and contingency plansWork as part of a multidisciplinary team, including other departmental staff, contributing requirements and costs to IT project plans, operating plans, implementation plans, and ongoing support of IT services deliveryDeliver effective and efficient solutions by meeting work schedule with appropriate notification if milestones cannot be metPrepare documentation including backup and recovery procedures, technical documentationPrepare and executes thorough unit and integration test planImplement high quality system components into the production environmentDesign shared components for use across all development teamsPerform maintenance and enhancements to existing systemsParticipate as an effective team member for service delivery and problem resolutionIdentify opportunities to improve the efficiency and effectiveness of the Section and/or the DivisionMaintain and upgrade skills in relation to new technologiesWhat we require:University or college graduate in computer science or related discipline with minimum 5 years application development experience in an Oracle and MS SQL environment or an equivalent combination of education and experience2+ years leadership experience overseeing project teams in solution delivery providing advice, mentoring and expertise to team membersExpert knowledge and proficiency with many of the following: Oracle, SQL Server, PowerBuilder, Oracle/PeopleSoft (People Tools, People Code), Visual Studio (C++, VB, C#, ASP.NET), Java programming, XML (XML Publisher, XML Spy), Toad, Erwin, DB Scripting (PL_SQL, Transact SQL), RoboHelp, Crystal Reports, Document X and Help Studio and other similar application development toolsIn-dept knowledge of object oriented design (OOD), object oriented programming (OOP), unified modeling language (UML), model driven architecture (MDA), and service oriented architecture (SOA)In-depth knowledge of integrating complex applications on the desktop and across wide and local area networks is essential.
