The Vice-President, Strategy, Governance & Advisory, EAML is accountable for providing oversight of money laundering and terrorist financing risks and CIBC’s compliance with Anti-Money Laundering and Anti-Terrorist Financing (AML/ATF) legislation and regulatory guidelines in all jurisdictions. The role has ownership of the enterprise AML framework, policy and standards; and the ongoing maintenance of the global risk and compliance management (RCM) library relating to money laundering and terrorist financing controls. The role also supports the dissemination and communication of these changes to AML groups, lines of businesses, and the enterprise as applicable. The VP, Strategy, Governance & Advisory, EAML is also accountable for the development and delivery of the enterprise AML training program including the delivery of on-going updates and the of efficacy of the training program as per Regulatory guidelines.



The VP is responsible for supporting the Chief AML Officer (CAMLO) on all aspects of CIBC’s Anti-Money Laundering and Anti-Terrorist Financing program in Canada and globally.

What You’ll be Doing


Strategy

  • Facilitate the creation of a medium to long term vision, mission and mandate for the EAML group.
  • Lead the EAML operational capability assessment through industry scans, third party engagement, stakeholder reviews and best practice research.
  • Lead the development of an overarching strategic change and investment roadmap focused on medium and longer term EAML goals.
  • Monitor the implementation and performance to target for divisional strategic goals and identify opportunities and means for increasing efficiency and effectiveness across all areas of EAML.


Governance

  • Provide leadership and oversight in the integration and management of money laundering and terrorist financing compliance and internal control activities across multiple CIBC businesses involving multiple business standards of behavior and compliance.
  • Oversee the content of the global RCM library ensuring that each region has captured the prescribed AML/ATF and sanctions requirements and corresponding controls in accordance with relevant regulatory guidelines.
  • Lead the development, maintenance and communication of CIBC global ATF/ATF program, framework, policy and standards.
  • Support the CAMLO on reporting the results of self-assessments, issues, initiatives, and incidents and provide an opinion as to the adequacy of the AML/ATF regime to senior management, committees and the CIBC Board
  • Provide oversight on necessary research and reports on best practices while actively monitoring global regulatory changes, developments and trends related to AML/ATF and the AML governance model.
  • Communicate regularly with executive management to promote internal controls and the issuance of AML related policies.
  • Work closely with Internal Audit and other internal groups such as Legal to provide corporate governance advice to CIBC business units on an ongoing basis.


Advisory

  • Provide oversight and subject matter expertise to CIBC lines of businesses during the development and implementation of processes, including new initiatives, to ensure compliance with applicable regulatory requirements.
  • Maintain oversight of Anti Money Laundering Officers (AMLO), who represent the Chief AML Officer in the Lines of Business including ongoing management of compliance officers and other staff to ensure compliance by CIBC businesses.
  • Accountable for AML compliance oversight and subject matter expertise for CIBC businesses in the regions, including U.K., Europe and Asia-Pacific and oversees the Regional AML Officers.
  • Actively participate in the control and risk self-assessment process, the new initiative approval process, and the reputation and legal risks approval process.
  • Develop and implement AML/ATF training to ensure all CIBC employees and others authorized to act on behalf of CIBC are familiar with CIBC’s AML/ATF Policy, and their responsibility to report unusual and potentially suspicious activity to the AML Group.
  • Attend key management meetings and other management forums involving product or service development and implementation.

What We’re Looking For

  • In-depth knowledge of the Canadian regulatory environment with strong knowledge of financial crime and/or anti-money laundering, anti-terrorist financing regulatory requirements.
  • Knowledge of CIBC’s products and services, policies and procedures and business culture to relate regulatory needs to specific product and delivery channel needs.
  • Knowledge of the markets and practices in which CIBC operates in order to link practices to those of the marketplace.
  • Advanced analytical, conceptual thinking and sound judgement when handling complex and highly confidential matters.
  • Ability to interpret complex regulatory issues, and to provide sound guidance to businesses in a straightforward manner.
  • Leadership and people skills to manage regulators, compliance officers and their clients including the front office, infrastructure and risk management units.
  • Effective team player with strong leadership, relationship management, communication and presentation skills.
