Description

Responsibilities :

  • Develop, test, and debug extensions/tools such as IRT, De-Dup, OIA, Immunization Forecaster, and PR Upload.
  • Conduct technical analysis, prepare detailed programming specifications, design programs, write and generate code, and perform unit tests.
  • Translate technical specifications into working, tested applications for sustainment and upgrades.
  • Perform proof of technology with test data to simulate application load and optimize performance.
  • Provide expertise across various platforms, operating systems, database technologies, communication protocols, middleware, and gateways.
  • Assess impact, estimate effort, and design/develop solutions for upgrades and new requirements (e.g., Panorama 4.4, PHU merge).
  • Support incident management, application sustainment, performance tuning, and documentation.
  • Collaborate with QA to code, test, and debug integrations.
  • Maintain development environments and support continuous integration practices.
  • Enhance data quality for PHUs and PHU users.
  • Ensure DHIR extensions/tools are available for all Ontarians.

Skills

Public Sector Experience : 5 points


  • Experience with federal/provincial/public healthcare providers.
  • Knowledge of provincial immunization systems and large health IT projects.
  • Experience integrating Clinical IT Systems like Client and Provider Registries.
  • Understanding of Public Sector Enterprise Architecture and documentation standards.
  • Knowledge of PMI standards and public sector project methodologies.

Technical Skills : 45 Points

  • 10+ years in Oracle 12c development, including PL/SQL, stored procedures, packages, triggers, and SQL optimization.
  • Experience designing normalized database schemas for OLTP and OLAP systems.
  • Proficiency in SQL, data warehousing, performance tuning, and automation.
  • Experience with Informatica, Cognos, and other reporting tools.
  • Knowledge of Java, JSON, XML, API calls, HL7 / FHIR, Restful web services.
  • Familiarity with provincial immunization systems.

Core Skills and Experience : 20 Points


10+ years in :

  • Translating business requirements into application designs.
  • Developing complex, multi-tier web applications, microservices, mobile, and off-the-shelf solutions.
  • Technical leadership and UI design principles.
  • Creating system design models, technical documentation, and conducting technical evaluations.
  • Developing medical and clinical systems.
  • Web performance optimization and troubleshooting.
  • Working with various platforms, protocols, middleware, and utilities.
  • Ensuring accessibility compliance and usability standards.
  • Adhering to architecture frameworks, Agile, SDLC, and DevOps practices.
  • Leadership, problem-solving, communication, and stakeholder engagement skills.

Must Haves

15+ years of experience in :


  • Oracle 12c development, including PL/SQL and database schema design.
  • Data warehouse design, performance tuning, and automation.
