The Toronto Transit Commission (TTC) is currently hiring for a Senior Contract Administrator. What You Will Do Reporting to the Manager, Commercial Management, the Senior Contract Administrator is responsible for coordinating and administering the day-to-day activities associated with contract administration for a portfolio of contracts. They will be responsible for administering complex contracts, including those for construction, design, engineering, and professional services in accordance with TTC’s policies and departmental procedures. As the selected incumbent of this role, you will be responsible for administering large, complex and high value contracts, including those for construction, design, engineering, and professional services in accordance with TTC’s policies and departmental procedures. This role involves managing stakeholder relationships and optimizing commercial management processes You will be responsible for end-to-end contract planning, management and administration for large scale, high value and complex projects Your role will include reviewing, interpreting and analysis of contract requirements, tenders and contract documents, to ensure that the overall contracting strategy and individual clauses/terms are applied appropriately and consistently to reduce the risk and protect the interests of TTC Additionally, you will review vendors’ submissions such as work plans, tasks/work assignments, change requests, amendments, invoices, notices and other contractual correspondence to ensure compliance with contracts terms and conditions and the scope of the work This role will require an incumbent to evaluate, negotiate and make recommendations on service provider staff rates for new staff additions and rate increases to the contract to ensure fair market value. Evaluates, negotiates commercial aspects of work plan submissions and processes work plan/assignment releases You will identify and advise on the resolution of a range of critical contract works with the project delivery teams and vendors to resolve contractual inconsistencies, irregularities and other related issues i.e. contractor performance The Senior Contract Administrator will be expected to enforce contractual obligations and conditions by engaging internal legal representation and providing assistance in negotiations and resolution of matters, or enforcement of penalty clauses, Liquidated Damages, etc. Escalates complex, high-profile issues/matters to the Commercial Manager Your role will include being responsible for accurate administration of various contract records, such as work plan releases, changes, variations, certificates of payment, amendments, correspondence, notices etc. in the Contract Management System You will monitor assigned contracts and the respective progress, prepares and provides status reports to management and project teams, as required In this role, you will be required to analyze rationale for contract changes/amendment/claims and implementing claims avoidance and mitigation practices/strategies Your role contributes expertise and advice to the design, planning, development of the existing contract management systems, standards and operational procedures, including recommendations to improve/adjust contract management processes/procedures You will process release of holdback payments as per Construction Lien ActThe Senior Contract Administrator will process Requests for Quotes, Contract Amendments/Changes and Change Directives in addition to preparing estimates for proposed changes/amendments/claims You will attends progress and engineering review meetings as required Prepares and issues letters and memoranda regarding commercial/contractual matters And of course, other departmental duties as required What Qualifications Do You Bring? * Completion of a post-secondary college diploma or university degree in a related discipline (e.g. Engineering, Construction Project Management, Quantity Surveying, Construction Law etc.) or a combination of education, training and experience deemed to be equivalent * Certified Construction Contract Administrator (CCCA), Project Management Professional (PMP), Professional Engineer Ontario (P.Eng.), Chartered Member of Royal Institute of Chartered Surveyors (MRICS), Canadian Institute of Quantity Surveyors (CIQS) Professional Quantity Surveyor (PQS) or similar designation. * Experience with Progressive Design Build, contracting/engineering, structural design or similar industry * Strong knowledge, and experience in post award contract administration practices in complex construction and infrastructure environments * Ability to read and comprehend technical specifications and drawings and possess a good understanding of technical issues related to revenue vehicle/equipment manufacturing, engineering design and construction as well as a very good understanding of legal and commercial issues and practices related to tender and contract law * Strong knowledge of contracting principles, processes, methods, practices as well as accounting and scheduling principles * Proven experience in managing projects and contracts in a multi-functional environment * Knowledge of quality assurance and quality control principles, practices and methods to lead the implementation of controls for contract management processes * Strong knowledge of claims management techniques and practices in a large scale, multi-faceted environment * Solid negotiation and oral/written/presentation skills to manage contract administration and commercial management issues * Sound interpersonal and oral/written/presentation skills to present complex and/or new ideas with clarity and simplicity, liaise with all levels within the organization and in the field, and work effectively with specialists across multiple sectors What Skills Do You Bring * Apply analytical skills * Communicate in a variety of mediums * Create, document, and manage information and records * Understand and apply administrative policies, processes, and procedures * Use office technology, software and applications What We Offer * Commitment to creating a diverse, equitable and inclusive culture that promotes a sense of belonging, representation and reflects the needs of the communities we serve. * A flexible, hybrid work approach that allows colleagues to find balance between their professional and personal lives and making the most of the benefits of working remotely and purpose-driven in-person collaboration opportunities. * One of the great benefits of being a full-time TTC employee is becoming a member of TTC defined pension plan. * A comprehensive package that covers health, dental, vision and more. * Support for professional development opportunities for all colleagues through a broad range of learning programs that include in-person and online training, leadership development, and support for colleagues’ well-being The TTC is committed to upholding the values of equity, diversity, anti-racism and inclusion in the delivery of its services and in its workplaces.
