MOSAIC TRANSIT MAINTENANCE STAFF POSITION DESCRIPTION FINCH WEST LRT Job Code: MTM-HRE-JOB-007 Title: Facilities Supervisor Date Prepared: July, 2024 Revised: November, 2024 ABOUT US Mosaic Transit Maintenance (MTM) is a joint venture between ACS Infrastructure Canada and Aecon Construction Group, formed in 2018 to provide maintenance and rehabilitation services for the physical assets of the Finch West Light Rail Transit (LRT) line. MTM has a 30-year contract for the provision of maintenance and rehabilitation services for the rail vehicles, track, structures, signals, communications, traction power system, buildings and landscaping elements of Finch West LRT. MTM will achieve the high levels of safety, reliability and availability required in the Project Agreement by applying risk-based asset management practices across the full range of maintenance and rehabilitation activities. PURPOSE OF THE POSITION As a key member of the MTM team and reporting to the Infrastructure Maintenance Manager, the Facilities Supervisor will execute, coordinate and oversee the work of facilities maintenance of the FWLRT line (stations, stops and MSF). This role demands a highly organized individual who excels in multitasking and prioritizes safety and efficiency. The successful candidate will be contractor-focused, adept at handling minor repairs directly while also negotiating with and managing contractors for more significant fixes. Regular travel across the transit system is required, and candidates must hold a Class DZ or G license in good standing. GENERAL ACCOUNTABILITY ESSENTIAL FUNCTIONS AND RESPONSIBILITIES Key Responsibilities: 1. Conduct regular inspections of transit facilities, including stations and stops, to identify repair needs and safety or security risks. 2. Conduct daily and weekly inspection of Fire/Life/Safety systems, in accordance with Ontario Fire Code. 3. Perform minor maintenance tasks and repairs to ensure facilities meet the highest standards of safety, security, environmental sustainability, and functionality. 4. Manage the allocation of resources for facility maintenance and improvement projects. 5. Negotiate and manage contracts with external service providers and contractors for facilities related repairs or maintenance work, ensuring cost-effectiveness and high-quality outcomes. 6. Ensure compliance with all local, provincial, and federal regulations regarding transit system operation, safety, and security. 7. Prepare and submit regular reports on facility status, maintenance activities, safety and security audits, environmental compliance, and other relevant information. 8. Be available for occasional work off duty hours and occasional weekends. 9. During emergency situations, provide support in troubleshooting and repairs. OTHER RELEVANT DUTIES AND RESPONSIBILITIES Work Requirements: 1. Work Permits: Candidates must have legal authorization to work in Ontario, Canada. Any necessary permits or visas must be obtained and maintained throughout employment. 2. Relevant Licenses: A Class DZ or G driver’s license in good standing is required. Additional certifications or licenses related to facility management, safety protocols, or environmental compliance are beneficial and may be required based on local regulations. 3. Health and Safety: Candidates should demonstrate a strong commitment to health and safety, with In-depth knowledge of health, safety, security, and environmental protocols related to public transportation. 4. Communication Skills: Excellent communication skills are necessary for effective interaction with internal teams, external contractors, union representatives, and regulatory agencies. 5. Flexibility and Adaptability: The ability to adapt to changing circumstances, prioritize tasks, and work independently or as part of a team is essential in a dynamic transit environment. 6. Attention to Detail: Candidates should possess keen attention to detail in identifying hazards, conducting inspections, and adhering to regulatory requirements to maintain safe and secure transit facilities. 7. Availability for Travel: Be available to travel frequently between various transit system stations and stops as needed, providing on-the-ground oversight and support. 8. Troubleshooting and Problem-Solving Skills: Proven ability to perform minor repairs and oversee maintenance tasks. 9. Negotiation: Strong negotiation skills and experience managing contracts with external contractors. 10. Organizational: Excellent organizational, leadership, and communication skills. Ability to work independently and make decisive decisions in a fast-paced environment. 11. Travel requirements: Willingness to travel extensively across the transit system for inspections, meetings, and on-site management. 12. QUALIFICATIONS (SKILLS, KNOWLEDGE & EXPERIENCE) * The position is required to become familiar with the Project Agreement, including all Schedules and Appendices, and all other relevant contractual agreements related to the scope of responsibilities. This includes, but is not limited to, the Construction Contract, the Maintenance and Rehabilitation Contract, the Interface Agreement, the Technical Assistance and Management Services Agreement, the Financial Model, and the Energy Model and all related schedules of the PA. Experience related to implementation of asset management strategies through CMMS or other similar applications, including, experience in scheduling maintenance through a CMMS system would be an asset. * Ability to coordinate the efforts of others to accomplish objectives. * Must possess sound judgement, highly developed interpersonal skills, well developed organizational, analytical, problem solving, and oral and written communication skills. * Ability to work independently as well as to co-ordinate efforts of others to accomplish objectives. PHYSICAL DEMANDS & WORKING CONDITIONS Moderate to heavy physical labour. This work involves: 1. Meeting medical fitness for duty requirements 2. Ability to grasp and work at heights and elevations 3. INDEPENDENCE, INITIATIVE, FREEDOM TO ACT Works under the general direction of the Deputy Maintenance Director, Infrastructure Maintenance Manager. Performs majority of duties with minimal supervision. Exercises a high degree of initiative and independence in the co-ordination and monitoring of facilities maintenance related activities.
