Job Description

Manager - Test Engineering & Tooling Design provides strategic and operational leadership for test engineering and tooling design functions, ensuring alignment with business objectives, cost targets, and regulatory requirements. The team is responsible for developing advanced custom test hardware, implementing test automation, managing production and vendor activities, designing custom tooling, and providing in-country support, with a strong focus on initiatives that enhance product quality, reliability, and on-time delivery.

Responsibilities

  • Manage the daily operations of the Test Engineering & Tooling Design teams by establishing performance standards, developing staff capability plans, coaching and motivating employees, providing technical guidance, and balancing workloads based on skill sets and development needs.
  • Develop and implement comprehensive test and tooling design strategies, including test automation initiatives, to ensure alignment with project objectives, quality standards, and operational efficiency
  • Monitor and analyze test results to identify improvement opportunities and ensure products meet performance and reliability requirements.
  • Oversee the design, development, qualification, and maintenance of production and test tooling, fixtures, and test equipment.
  • Ensure test systems and tooling designs comply with safety, quality, regulatory, and customer requirements, including AS9100 standards.
  • Establish and execute enterprise test, tooling, Design for Testability (DFT), and Design for Manufacturability (DFM) strategies to improve product reliability, manufacturability, and lifecycle cost.
  • Identify, validate, and implement cost-saving initiatives to achieve E3 and Perimeter cost targets.
  • Lead lean initiatives and continuous improvement activities across test engineering and tooling design functions.
  • Demonstrate strong project management capabilities by effectively guiding direct and indirect reports and collaborating with cross-functional stakeholders.
  • Develop, justify, and present business cases for test equipment investments and initiatives that enhance production efficiency, quality, and operational safety.
  • Drive active participation of the test engineering and tooling teams in engineering design reviews.
  • Participate in product sustaining and operational review meetings as required.
  • Support the professional development of test engineers through training, mentorship, and by fostering a culture of continuous learning.
  • Provide key metrics, performance indicators, and management reports to leadership.
  • Support and promote quality management system practices in compliance with AS9100 and ISO 9001 requirements.
  • Skills Required

  • In depth technical understanding of various Test Engineering technologies and tooling design and methods
  • Strong team player with excellent collaboration skills fostering a positive and inclusive work environment
  • Ability to inspire a team in a growing and changing environment 
  • Excellent technical communication skills both verbal and written
  • Ability to develop strong working relationships with key managers and support staff
  • Ability to assign priorities to tasks/assignments so they are completed within the designated timeframe.
  • Outstanding analytical and problem-solving skills
  • Experience in all areas of monthly, quarterly and annual reporting and budgeting
  • Experience in a large company environment
  • Must be well organized, goal oriented and detail oriented
  • Demonstrated knowledge and experience with AS9100 standards (required).
  • Minimum Education & Experience Requirements

  • University Degree in Electrical / Computer Engineering, or equivalent.
  • Must have a well-rounded leadership background with engineering experience in a high-tech environment.
  • Minimum of 5-10 years' experience in an Engineering capacity at a Supervisor Level or higher, or equivalent.
