Labour Relations Specialist, Membership Services (Organizing)

(Reporting to the Director of Membership Services)

Position Status: Vacant

Full-time, Temporary contract effective immediately for 12 months


Classification Salary Level IV – $105,386 – $132,320 (Effective January 1, 2025)

This contract hybrid position combines responsibilities in member engagement and organizing. The incumbent will lead and support union organizing drives and certification campaigns while also delivering programs that enhance member engagement, bargaining mobilization, activist training, governance support, and internal campaigns.

The role requires working both in-office and in the field, including travel to unrepresented workplaces and member sites across Ontario, and providing support to members, staff, and elected officials throughout the organizing and engagement lifecycle.


Major responsibilities include:


 

Working with considerable autonomy under the supervision of the Team Leads, Membership Services, the incumbent will alternate between organizing responsibilities and membership engagement duties. When not leading or participating in organizing drives, the incumbent will focus on initiatives that enhance member engagement, bargaining mobilization, training, and governance support.


1.    Organizing Drives


  • Researches and analyzes potential organizing opportunities in consultation with AMAPCEO staff and prepares written recommendations for management and elected officials.
  • Communicates with prospective members at unrepresented workplaces; provides information and addresses concerns.
  • Leads approved organizing drives, including:      

o  Establishing organizing committees.

o  Signing up members and assessing support.


o  Filing membership cards and organizing get-out-the-vote campaigns.

o  Supporting members before, during, and after certification votes.

o  Advising on employer communications and tactics.


  • Liaises with legal counsel, employer representatives, and other bargaining agents throughout organizing processes.
  • Mentors and oversees temporary or seconded staff engaged in organizing.


2.    Member Engagement & Mobilization

  • Designs and delivers member engagement initiatives at both the local and central levels.
  • Plays a lead role in bargaining mobilization, including coordinating the work of activists.
  • Contributes content related to engagement, campaigns, and mobilization to internal communication channels.
  • Assists Education Officers with curriculum design and delivery; facilitates Learn at Lunch sessions and workplace education.
  • Leads labour relations campaigns in collaboration with other staff and elected officials.


3.    Governance & Committee Support

  • Supports AMAPCEO governance through:

o  Coaching and advising District Directors and Executives.

o  Providing staff support to committees and caucuses, including those focused on democratic processes and policy development.

o  Advising and assisting elected officials in committee and governance work.



4.    Event Planning & Coordination

  • Plays a significant role in the planning and delivery of major events (e.g., President’s Tours, Delegates’ Conference, Activists & Leaders Forum).
  • Coordinates general membership meetings and other large-scale engagements in collaboration with the President’s Office and other departments.


5.    Project Work & Cross-Functional Collaboration

  • Coordinates projects that span multiple AMAPCEO work units and advises senior management on plans, timelines, and issues.
  • Liaises with a wide range of stakeholders including members, elected officials, legal counsel, consultants, and employer representatives.
  • Coordinates and mentors temporary or seconded staff as assigned for specific initiatives.


6.    General

  • Performs other related duties consistent with this job specification or as mutually agreed.

Candidates should possess:


  • A post-secondary degree, preferably in Labour Relations or a related field of study and / or at least 3-5 years of related experience, preferably in a union or non-profit environment.
  • Direct experience in working on union organizing drives, preferably in a leadership role from the start of a drive to its finish.
  • Direct experience in working for a union and/or in a unionized workplace on membership engagement, training or mobilization.
  • Excellent knowledge of labour relations and collective bargaining, preferably in the public sector, including knowledge of organizing principles, relevant labour legislation and practice in Ontario, and the role, relevant rules and deadlines of the Ontario Labour Relations Board.
  • Qualitative and quantitative analytical and research skills.
  • Excellent verbal and written presentation skills, particularly the ability to marshal information and recommendations, and to prepare accurate and timely reports.
  • Good judgement, tact, discretion and the ability to work in a highly confidential environment;
  • Strong interpersonal and problem-solving skills, the ability to engage, motivate and build trust among existing and prospective members, and the ability to work on a collegial basis with other AMAPCEO staff, volunteers, elected officials and committees;
  • Ability to use a networked personal computer to produce own correspondence, analyses and reports with text and numeric elements, to manipulate database information and to perform Internet searches;
  • Demonstrated ability to prioritize well to ensure legally-required time-frames are adhered to, manage a varied case load efficiently, work independently, collegially and flexibly in a busy, small team environment;
  • Valid Ontario driver’s license.

Work Location: AMAPCEO Office, 1 Dundas Street West, Suite 2310, Toronto, ON


Travel Requirements: This position requires frequent travel within Ontario to meet with prospective members, necessitating some overnight accommodation in hotels and the ability to work remotely outside the AMAPCEO office, potentially in a community outside Toronto.

Frequent requirement to work outside normal working hours.
