In 2011, it was awarded the contract to the extension of a section of the Toronto subway expansion, the city's first modern subway infrastructure project. This project was completed in 2019. In Canada, FCC is proud to be actively involved in multiple projects across Ontario and British Columbia aimed at improving public transportation and infrastructure.

Pape Tunnel and Underground Stations (PTUS) FCC Canada, in a 50/50 joint venture with Webuild Civil Works Inc., will deliver the Pape Tunnel and Underground Stations section of the Ontario Line. This includes the design, construction, supply, and operation of three kilometres of twin tunnels underneath Pape Avenue between the Gerrard tunnel portal and the Don Valley bridge, two underground stations (Pape and Cosburn), two tunnel portals, three emergency exit buildings, and a rail switch/crossover near Sammon Avenue. The Pape Station connection will interface with the Toronto Transit Commission Line 2 subway and related works.

Position Summary

Reports to: Health & Safety Manager

The Health and Safety Officer (Night Shift) is responsible for ensuring compliance with occupational health and safety regulations and company policies on a large-scale construction project. This role involves implementing safety programs, conducting risk assessments, monitoring site activities, and promoting a culture of safety among all personnel. The HSO will work closely with project managers, supervisors, and subcontractors to minimize hazards and prevent accidents.

Responsibilities

  1. Compliance and Regulatory Oversight
    • Ensure adherence to local, provincial, and federal health and safety legislation (e.g., OHSA, WSIB requirements).
    • Maintain up-to-date knowledge of applicable codes, standards, and best practices in construction safety.
    • Prepare and submit mandatory reports to regulatory authorities as required.
  2. Safety Program Implementation
    • Develop, implement, and maintain site-specific Health and Safety Plans (HASP).
    • Conduct Job Hazard Analyses (JHA) and risk assessments for all major activities.
    • Ensure proper use of Personal Protective Equipment (PPE) and enforce compliance.
  3. Monitoring and Inspections
    • Perform daily site safety inspections and document findings.
    • Identify unsafe conditions, practices, and behaviors; recommend corrective actions.
    • Monitor subcontractor compliance with safety requirements.
  4. Incident Management
    • Lead investigations of accidents, near misses, and unsafe conditions.
    • Prepare detailed incident reports and root cause analyses.
    • Implement corrective and preventive measures to avoid recurrence.
  5. Training and Awareness
    • Conduct safety orientations for new workers and subcontractors.
    • Organize toolbox talks and safety meetings regularly.
    • Provide ongoing training on emergency procedures, hazard recognition, and safe work practices.
  6. Emergency Preparedness
    • Develop and maintain emergency response plans for the project site.
    • Coordinate drills for fire, evacuation, and other emergency scenarios.
  7. Documentation and Reporting
    • Maintain accurate records of inspections, incidents, training, and compliance audits.
    • Prepare weekly and monthly safety performance reports for management.
    • Travel to project sites as required.

Education And Qualifications

  • Diploma or Degree in Occupational Health and Safety, Environmental Science, or related field.
  • Certification such as CRSP, CHSO, or equivalent is preferred.
  • Minimum 3 years of experience in health and safety roles, with at least 1 year in large-scale construction projects.
  • Strong knowledge of construction processes and associated hazards.
  • Proficiency in MS Office and safety management software.
  • Ability to interpret safety regulations and technical drawings.

Job Requirements

  • MANDATORY: Must be able to work day shift: 7:00 AM to 3:00 PM
  • Demonstrated ability to supervise on-site activities and manage personnel effectively.
  • Strong leadership and communication skills.
  • Thorough knowledge of safety protocols and ability to enforce them consistently.
  • Primarily site-based with exposure to outdoor environments and construction hazards.
  • Requires use of PPE and adherence to site safety protocols.
  • Extended hours or weekend work to meet project deadlines is a requirement.

Salary Banding: $95,000 - $115,000
