<h3>Job Description</h3>
<p><b>Position Purpose summary:</b></p>
<p>The Executive Director provides innovative Christian leadership in the administration of a mid-size Social Mission Ministry Unit. The incumbent provides vision and direction for all business and program ministry matters to strengthen the integrity of mission, efficacy of services, stewardship, and advocacy for our clients as they reintegrate into community. Focus areas include programming, operations and standards, government funding, community outreach, finance, property, and human relations to enhance capacity, accountability, effectiveness, and relevance of <b>London Centre of Hope</b> and The Salvation Army's mission in the community. The Executive Director partners with expert business support available through Divisional (DHQ) and Territorial headquarters (THQ) to ensure Territorial standards and resources are aligned in service to advance the mission.</p>
<h3>The London Centre of Hope</h3>
<p>is an Emergency Shelter (130 shelter beds), Transitional Rooms (70 beds), Withdrawal Management Centre (18 beds), Recovery Community Centre (26 supportive housing rooms), and provides Spiritual and Religious Care (chapel services & individual counselling) located at 181 Wellington St., London, Ontario.</p>
<h3>Accountabilities</h3>
<p>The incumbent will perform all, some, or similar range of duties as below:</p>
<h3>Programming</h3>
<ul>
<li>Participates with DHQ/THQ consultants in the strategic planning for the ministry unit securing necessary approvals from the Divisional Finance Board/Executive.</li>
<li>Directs and oversees the annual budgeting process for the ministry unit.</li>
<li>Facilitates implementation of Territorial standards and best practices reflecting the economic, service, and business environment in compliance with The Salvation Army.</li>
<li>Ensures all property is inspected and maintained in compliance with applicable legislation; works with the DSBA to prepare all property proposals for presentation to the appropriate boards.</li>
<li>Determines how client care is delivered, anticipates new services/programs, and strives for continuous improvement in programs and client relationships.</li>
<li>Where applicable, participates in union negotiations as the senior local manager.</li>
<li>Initiates, maintains, and promotes positive working relationships/partnerships and communications with funders and community stakeholders; works DHQ to re-negotiate contracts with government funder/s; works with DHQ/THQ to identify and pursue opportunities to enhance program delivery by seeking new government funding sources.</li>
<li>Within the ministry unit, analyses statistical and financial reports for the purpose of strategic planning and reports to the Divisional Finance Board.</li>
<li>Ensures a spiritual dynamic to all programming.</li>
<li>Serves actively as the lead member of the management team for the Gateway of Hope and oversees the management team function and meeting schedules.</li>
<li>Gives oversight to all community ministries programs, ensuring ministry objectives are consistently accomplished and that a spiritual focus is applied to all program initiatives.</li>
<li>Develops strategies and recommendations for staff and volunteer development, handles recruitment, orientation, performance management and terminations.</li>
<li>Develops, recommends, implements, and enforces policies and procedures for Community Ministries programs in consultation with senior management team and/or frontline supervisors.</li>
<li>Ensures coordination of annual fundraising efforts (Red Shield Appeal, Christmas Kettle Campaign, and Thrift Store).</li>
<li>Provides visibility for The Salvation Army within the community through service club participation, media relations, public relations, etc.</li>
<li>May be directly responsible for chaplaincy service.</li>
<li>Monitors and ensures consistency in case management systems and practices.</li>
<li>Establishes and maintains a Community Council, recruiting members, setting agendas, taking minutes, and following up on actions arising from meetings.</li>
<li>May provide direct client care and/or intake services as needed.</li>
</ul>
<h3>Responsibility for Team Management</h3>
<ul>
<li>Hires, orientates, trains, evaluates, recognizes, disciplines, and terminates in concert with Territorial standards; submits and acts on incident reports; deals with complaints.</li>
<li>The incumbent is responsible for the direct and indirect supervision of supervisory staff and non-supervisory staff reporting to a supervisory subordinate.</li>
<li>The incumbent provides direction concerning current tasks or consults in assignments.</li>
<li>The incumbent has significant input into human resource decisions; decides on hiring, termination, or disciplinary decisions.</li>
</ul>
<h3>Health and Safety</h3>
<ul>
<li>Promote and adhere to TSA’s Health and Safety Program and provincial/federal legislation including all policies and procedures.</li>
<li>Ensure compliance with the Occupational Health and Safety Act.</li>
<li>Liaise with members of the Management Team regarding health and safety issues.</li>
<li>Ensure staff and/or participant information sessions/meetings occur as needed and are documented (i.e., training/workshops, staff meetings, Ministry of Labour visits).</li>
<li>Ensure the equipment, materials and protective devices provided are used as prescribed.</li>
<li>Ensure the work environment is safe, clean and attractive for employees, residents/participants, students, volunteers and visitors.</li>
</ul>
<h3>Other Duties</h3>
<ul>
<li>Ensure all contact with donors, staff, volunteers, and the general public are courteous and professional.</li>
<li>Network and refer to The Salvation Army, government, and community social service providers to coordinate resources for the benefit of guests and programs when necessary.</li>
<li>Adhere to standards consistent with the values and philosophy of The Salvation Army.</li>
<li>Practice The Salvation Army professional code of ethics and communicates and cooperates with all co‑workers, partners, and clients in a respectful, open, and honest manner, maintaining confidentiality at all times.</li>
<li>Other work‑related duties as assigned by the manager.</li>
</ul>
<h3>Critical Relationship Management</h3>
<p>Governance Boards and Councils: None</p>
<p>Internal: Corps Officers, MU leadership and team members, DHQ/THQ, staff members, volunteers.</p>
<p>External: Community partners and agencies, Police, Ministry of Social Services, Provincial Court, clients and their families, funders and donors, media, etc.</p>
<h3>Managerial / Technical Leadership Responsibility</h3>
<ul>
<li>Reports directly to the Social Mission Regional Director.</li>
<li>Responsible for 80 employees (management, full-time staff, part-time staff, and casual relief staff).</li>
</ul>
<p>Direct reports for this position: 5 employees (Program Director, Business Director, Chaplain (2), Administrative Assistant)</p>
<p>Indirect reports for this position: 75 employees</p>
<h3>Financial and Materials Management</h3>
<ul>
<li>Minor material responsibilities (access to confidential and private information).</li>
<li>The incumbent prepares and monitors annual budgets of $9.5 million.</li>
<li>Monitors departmental expenditures.</li>
<li>May liaise with auditors or funding officials when required.</li>
<li>Provides input and financial analysis for new policies and procedures pertaining to the management of financial resources.</li>
</ul>
<h3>Working Conditions</h3>
<ul>
<li>Work is generally in an office setting with generally comfortable conditions.</li>
<li>This position may involve standing, walking, reaching, kneeling, stooping, bending, and prolonged sitting in the performance of daily activities and requires grasping, repetitive hand movement, and fine coordination in using a computer keyboard and picking up supplies.</li>
<li>Work may need to lift, drag, and push files, paper, and documents to an average of 20 pounds from time to time.</li>
<li>Work may require some outdoors time during site visits and will have exposure to dust and allergens, unpleasant odors, insects, working on uneven surfaces, use of protective gloves, and interfacing with all facets of the community including those with behavioral health diagnosis including mental illness and substance abuse.</li>
<li>Work may require some travel to different sites and locations.</li>
<li>May involve stressful situations, including dealing with erratic and sometimes antagonistic behavior.</li>
<li>May experience pressure shifting between multiple tasks/priorities close to deadlines.</li>
<li>Dress in a manner that is professional and presentable with respect to the employment position.</li>

<h3>Education and Experience Qualifications</h3>
<ul>
<li>Completion of a Bachelor’s Degree in a related field.</li>
<li>Emergency First Aid & CPR, Non‑Violence Certificate, and Mental Health First Aid Certificate or willingness to complete once hired.</li>
<li>Other certification required by The Salvation Army and federal/provincial legislation or willingness to complete once hired.</li>
<li>A different combination of education and experience might be considered.</li>
</ul>
<h3>Experience and Knowledge</h3>
<ul>
<li>Minimum of seven (7) years of prior related experience working with marginalized clientele in a social services setting, including experience in Human Resources, social services management, budgetary and property responsibilities, financial management, business management, union work environment.</li>
<li>Valid Ontario Class G driver’s license, own vehicle and insurance, provide a driver’s abstract that is satisfactory to The Salvation Army, in its sole discretion, is required.</li>
<li>Highly proficient in Microsoft 365 computer programs.</li>
</ul>

<h3>Compensation</h3>
<p>The target hiring range for this position is $94,145.42 to $117,681.77 with a maximum of $141,218.12.</p>
<p>Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.</p>
