This process may be used to staff various SP-05 positions within the following programs, including, but not limited to:
Compliance Programs Branch (CPB):
The mandate of the CPB programs is to ensure compliance with the reporting requirements of the Acts administered by the Agency. CPB activities include:
- Supporting compliance through outreach, service and education for those who need extra help and through measures to reduce the red tape burden and make compliance easier.
- Collaborating with tax professionals, provincial and territorial governments, internal and external partners and stakeholders to clarify rules and ensure efficient administration.
- Developing business intelligence, gathering data and risk scoring to select the optimal files.
- Conducting audits and delivering an expanding range of non-audit treatments including industry campaigns, support visits, and criminal investigations to correct non-compliance.
- Delivering broader coverage to international and large taxpayers, offshore non-compliance, the underground economy sectors and aggressive tax planning schemes.
- Collaborating with the Department of Finance (legislation and policy development) and international partners in response to the Organization for Economic Co-operation and Development (OECD), G20 and G8 tax and fiscal priorities.
Positions that may be staffed using this staffing process: Excise Tax Auditor/Examiner (SP0695) and Income Tax Auditor (SP0705).
Collections and Verification Branch (CVB):
The mandate of the CVB programs is to promote and enforce compliance with Canada’s tax laws for filing, withholding, registering, and debt obligations. CVB activities include:
- Facilitating compliance through taxpayer education.
- Performing statistical analysis, data mining and research to identify compliance risks and deploy innovative strategies to more effectively and efficiently address compliance.
- Validating information contained in returns and reassessment requests through the review of income amounts, deductions, and credits to ensure correct reporting.
- Examining the books and records of employers and GST/HST registrants to ensure the correct amounts are calculated and remitted.
- Using risk-based approaches to identify non-filers and deployment of appropriate compliance treatments to effectively and efficiently support and enforce filing compliance.
- Collecting outstanding debts through the application of progressive and targeted enforcement action.
Positions that may be staffed using this staffing process: Collections Officer (SP0396), Trust Accounts Examination Officer (SP0397), Non-Filer Field Officer (SP0386), Non-Filer Technical Advisor (SP0653), Delinquent Filer Technical Advisor (SP0414), Administrative Officer (SP0189), Regional Quality Assurance Officer (SP0723), Regional Screener (SP0728), and Budget Support Officer (SP0195).
The mandate of the Appeals Branch is to provide a fair and impartial process to resolve disputes, and requests for relief arising from decisions made under the legislation and programs administered, and services provided by the CRA. Appeals responsibilities include:
- Reviewing taxpayers’ objections to assessments relating to Income Tax, GST/HST, Benefits and Credits, and Charities, and confirms or reverses the assessments.
- Making decisions on the insurability and pensionability of employees’ income relating to the Canada Pension Plan (CPP) & Employment Insurance (EI).
- Providing relief to taxpayers by reviewing requests to cancel or waive interest and/or penalties.
- Resolving service complaints.
- In cases where litigation becomes necessary, we will collaborate with the Department of Justice in the conduct of court cases.
Position that may be staffed using this staffing process: Appeals Officer (SP0455).
Legislative Policies and Regulatory Affairs (LPRA) Division – CPP/EI Rulings Program:
The CPP/EI Rulings Program is the ultimate authority in the administration of legislation regarding the Canada Pension Plan (CPP) and the Employment Insurance Act (EIA). We are accountable for facilitating and encouraging compliance in the determination of employment status by providing reliable and timely ruling decisions regarding the nature of a working relationship between a worker and payer. CPP/EI activities include:
- Conducting interviews and reviewing information from payers and workers to determine the employment status of a worker
- Determine whether employment is insurable and/or pensionable
- Determining the amount of pensionable and/or insurable earnings
- Providing taxpayers with reliable CPP and EI rulings, including a variety of certificates

Essential staffing requirements
To be eligible, you must meet the following requirements.
For positions within the Collections and Verifications Branch, and Legislative Policies and Regulatory Affairs, you must have:
- Successful completion of a high school diploma
For positions within the Appeals and Compliance Programs Branch, you must have:
- Successful completion of a high school diploma; AND
- Successful completion of the following courses or field of studies from a recognized postsecondary institution or from a recognized professional accounting association:
- Chartered Professional Accountant (CPA) Intermediate Financial Reporting 2, or
- FA3, or
- Intermediate Financial Accounting 2, or
- Intermediate Accounting 2.
Important information for the education requirement:
- If you have foreign education credentials, you must have your education confirmed by a recognized credential assessment service. Additionally, foreign accounting courses must be evaluated by the Chartered Professional Accountants for Canadian equivalency.
- A degree, applied degree or diploma from a recognized post-secondary institution (e.g. college, CEGEP, university) with a conferred date, may also serve as proof of education for the high school education requirement.
- For positions that require accounting education, in addition to providing your proof of high school graduation, you must also submit a transcript demonstrating that you have successfully completed one or more of the courses listed above.
- If you have obtained a CPA designation, you can submit proof as an alternative to a transcript.
- If you fail to provide your proof of education, your application may not be given further consideration.

The essential staffing requirements indicated below will be validated/assessed during the process and may be used to identify candidates for positions.

- For positions within the Collections and Verifications Branch only: Accounting Level 1 – Multiple choice test (AC-MCT-1): Pass Mark 16/32 or Educational Equivalent:
- Educational Equivalent would include successful completion of one of the following course or field of study from a recognized postsecondary institution or from a recognized professional accounting association: Chartered Professional Accountant (CPA) Introductory Financial Accounting or FA1 or Introductory Accounting or Introductory Financial Accounting.
- For all positions: Taxpayer Contact I (KFEL-01): Korn Ferry Unsupervised Internet Test (UIT) – pass mark: 60%
- Evaluates two dimensions: cognitive abilities and behavioural competencies.
- Further details regarding the UIT will be communicated in the “Invitation to assessment staffing letter”, and the Korn Ferry invitation to candidates.
Additional asset staffing requirements may also be assessed during the staffing process and may be used to identify candidates for positions. You will be notified in advance of any asset requirements to be evaluated.
All interactions throughout this staffing process, including email communications, may be reviewed by the staffing board to ensure candidates act in accordance with the CRA’s Core Values. Candidates who contravene one or more of the CRA’s Core Values throughout the course of this staffing process may not be considered further.
